1. (C) On September 6, POLOFF discussed reftel points on
the proposed Mexican draft resolution on ad hoc committees in
the UNGA First Committee (UNFC) to Joan Wiegman, Deputy Head
of the Nuclear Affairs and Non-Proliferation Division at the
MFA. Wiegman explained that the Dutch do not yet have a
position on the draft resolution, but remarked that the draft
resolution may "be a way to break deadlocks," some of which
should have been broken long ago. Wiegman demurred when
POLOFF reiterated USG commitment to the Conference on
Disarmament (CD) and urged her to consider that the draft
resolution would, at the very least, undermine its efficacy.
She promised, however, to distribute the general points
(which POLOFF left as a non-paper per reftel) appropriately
to ensure they received full consideration in formulating the
Dutch position.
