1. (C) Polmiloff delivered reftel points to Hedda Samson
(Senior Policy Officer, Nuclear Affairs and Nonproliferation,
MFA) on July 28. Samson stated she would pass the points on
to the appropriate agencies, including the Ministry of
Economic Affairs and the intelligence services.


2. (C) Samson also expressed interest in a briefing on the
recent U.S.-India nuclear agreement, and noted that the
Netherlands Embassy in Washington had been sent instructions
to seek a briefing in that regard. Samson declined to go
into specifics, but noted that "on the surface", the
agreement appeared "worrisome".
