1. (C) On April 28, Post conveyed ref A points to Angelique
Eijpe, Policy Officer for Syria, Directorate for North Africa
and Middle East Affairs, Dutch Ministry of Foreign Affairs.
Post followed up the next day with Eijpe, who said that the
GONL shares the U.S. view on the need to maintain pressure on
Syria to ensure full compliance with UNSCR 1559 and generally
supports the points raised in ref A. Eijpe noted the request
for election monitors and financial support to ensure free
and fair elections, but made no commitments. However, she
said that the request had been forwarded for consideration at
a more senior level.


2. (C) On support for designation of Hizballah within the
EU Clearinghouse process, Eijpe commented that many EU member
states were still struggling with the issue of how to deal
with the military and political branches of the organization
and the possible ramifications of a designation on progress
in the Middle East peace process. (NOTE: The Netherlands
continues to push for designation of both the military and
political branches of Hizballah within the EU Clearinghouse
