1. The Deparment is pleased to announce that a new
Standard Operating Procedure (SOP) on Leahy Vetting is now
posted on the Abuse Case Evaluation System (ACES)
website at http://aces.state.sgov.gov/. This document
serves as a practical user's guide for implementation of
the Leahy Law at posts and in the Department. The State
Leahy Amendment and Department policy restricts the
Department from providing assistance to any foreign security
unit or individual for which credible evidence exists of gross
violation of human rights, unless certain conditions have been
met.


2. The Department underscores that formal guidance on
implementation of the Leahy Law is contained in reftels A,
B, and C. This SOP supplements but does not
replace previous guidance.


3. Department understands that Baghdad and Kabul are
developing vetting procedures to take into account the
current conditions in those countries. Department will
work with both posts to craft a practical procedure which
meets Leahy requirements.
