1. (SBU) Ambassador on November 16 delivered reftel talking
points to Foreign Minister Carlos Morales Troncoso,
emphasized what is at stake, and urged the Dominican Republic
to consider a contribution to the OAS mission in Colombia.
We left the basic talking points as a non-paper. Morales
seemed receptive, but made no commitment pending study of the
proposal by MFA staff. Embassy will report any substantive
results.
