1. EcoPol counselor and poloff raised the topic of
ratification of the Chemical Weapons Convention in call
August 31 on MFA Director for International Organization
Affairs Amb. Michelle Cohen, when urging ratification of
various treaties, including several on terrorism and on
intellectual property. Cohen acknowledged that the Dominican
Congress had been slow to move on examining proposed treaty
ratifications. In a regional meeting in Trinidad and Tobago
in February, 2005 the Dominican delegation had suggested to
UN officials their participation in a seminar in Santo
Domingo in August, so as to help focus congressional
attention, particularly on the unratified terrorism
conventions. Unfortunately, she said, the MFA had not managed
to arrange this. It may take place later in 2005.


2. Cohen accepted with thanks a preliminary non-paper on the
CWC in English at that time. Embassy will deliver to her the
Department's Spanish text upon receipt.
