1. (U) On September 2, 2005, U.S. Marshals returned Julio
Angel Garcia Castillo to the United States for trial in the
US District Court for the District of New Jersey based on a
federal indictment charging narcotics offenses. Garcia is
alleged to have participated in the movement of
multi-kilogram quantities of cocaine from Mexico into the
United States via the Dominican Republic.


2. (U) Garcia was apprehended by the Dominican National
Directorate for Drug Control following the issuance of a
Dominican arrest warrant based on a USG request for
extradition, Garcia subsequently made a free, knowing, and
voluntary waiver of further local proceedings before the
Criminal Chamber of the Dominican Supreme Court. His
decision to freely submit to extradition was evidenced by a
witnessed, notarized affidavit executed on August 25, 2005.


2. (U) Garcia is the 37th fugitive extradited to the United
States during the second administration of President Leonel
Fernandez. He is the 24th fugitive extradited from the
Dominican Republic to the United States in 2005.
