1. The Ambassador delivered reftel talking points on
the Comprehensive Convention on International Terrorism
(CCIT) to Foreign Minister Carlos Morales Troncoso on
July 14. He expressed his general support for
counterterrorism efforts, but said the MFA would need
to study this proposal before taking a position. As of
July 29, MFA UN/OAS division chief Michelle Cohen did
not know what action had been taken on our demarche.


2. The Ambassador also passed to Morales a chart
showing which of 12 existing counterterrorism
conventions and protocols the Dominican Republic had
not yet signed or ratified. He said he would see what
could be done to remedy that. On June 29, Cohen
informed us that the Dominican Congress in mid-July had
voted to ratify the Inter-American Convention Against
Terrorism (not on the list we had shared). As soon as
President Fernndez signs the bill, the ratification
will take effect, she said.
