1. (C) Ambassador delivered Ref A demarche to Foreign
Ministry Director General for External Relations Carlos
Portales on September 8. After expressing our appreciation
for Chile's support for USG positions, the Ambassador
encouraged Chile to engage more forcefully at the United
Nations, and make its support for flexibility known to others.


2. (C) Portales reiterated Chile's support for the USG
positions (as conveyed earlier by Deputy FM Barros -- ref b).
He said the GOC was "concerned" about the current
negotiations among Members, noting it would be a "disaster"
if we were not able to reach agreement on "at least three or
four" of the most important parts of the Summit Outcome
Document. Portales (who will accompany President Lagos and
FM Walker to the UNGA) said the GOC would "do what it could"
to encourage others to be more flexible.
