1. (U) The following summarizes Embassy INL activities in
July 2005. Unless otherwise indicated, all statistics refer
to the month of July 2005.

ILEA
--------------


2. (U) The International Law Enforcement Academy (ILEA) began
the presentation of its six-week core program on July 25.
The class is attended by twelve officials each from El
Salvador, the Dominican Republic, and Colombia. Classes will
conclude on September 2. Later that evening ILEA will host a
graduation dinner to be attended by Salvadoran, Dominican,
Colombian, and American dignitaries, to include Acting U/S
Beardsworth of DHS.

NARCOTICS INTERDICTION
--------------


3. (U) Operations: Officers of the Anti-Narcotics Police
(DAN) at the INL-constructed vehicle inspection facility in
El Amatillo inspected 400 cars, 397 passenger buses, and 536
commercial freight trucks; the unit seized 452 grams of
cocaine and arrested two individuals for drug trafficking.
In all operations throughout the country, the INL-supported
DAN seized eight kilograms of marijuana, one kilogram of
cocaine, and 4 kilograms of heroin, and arrested 60
individuals for trafficking offenses.


4. (U) Training/Donations: INL sponsored the travel of two
DAN officers to NAS Guatemala to attend regional contraband
enforcement training. INL purchased and donated a conference
table and chairs to the Joint Intelligence Counter-Narcotics
Center, as well as 14 life vests and strobe lights for use in
Operation All Inclusive, a joint U.S.-Guatemalan-Salvadoran
narcotics interdiction operation.

MONEY LAUNDERING

5. (U) Operations: The INL-supported Financial
Investigations Unit (FIU) received 14 Suspicious Activities
Reports, opened three new investigations, and identified and
removed 200 false dollar-denominated bills from circulation.


6. (U) Training: INL sponsored the travel of the Director
and Deputy Director of the FIU to attend the 13th plenary
session of the Egmont Group in Washingon.

HUMAN SMUGGLING/TRAFFICKING AND TRANSIT SECURITY

7. (U) Operations: The INL-supported Border Police
(Fronteras) arrested 17 individuals for human smuggling; no
arrests for trafficking in July. Police operations rescued
11 minors in the process of being smuggled. No convictions
for trafficking or smuggling were realized in July.


8. (U) Training: INL sponsored the travel of three police
officers, one immigration official, and one prosecutor to
participate in trafficking in persons training in Costa Rica.

ORGANIZED CRIME, RULE OF LAW, AND DEMAND REDUCTION

9. (U) Organized Crime: In June, the PNC arrested 1,291
individuals for gang-related criminal activity. Of these
arrests, 20 percent of the cases were dismissed for lack of
evidence, 65 percent are incarcerated awaiting trial, and 15
percent were assigned alternative sentencing (community
service). 69 gang members were killed due to gang-related
violence. (Note: This is the highest one month figure since
Post first generated this report in September 2004. End

10. (U) Rule of Law: INL sponsored the travel of Dr. Amanda
Clinton of the University of California to El Salvador to
present the Second Step (Segundo Paso) program to the
Ministry of Education. Second Step, which is taught in first
grade, assists teachers to identify and confront anti-social
behavior that can later lead to substance abuse and violence
(gangs). The MoE is evaluating how to incorporate Second
Step into its curriculum.


11. (U) Demand Reduction: The INL-donated tattoo removal
machine administered by NGO FundaSalva was inoperative in
June and July. The machine has since been repaired and is
currently operational.
