(C) Post has consulted a variety of sources to determine, per
reftel instructions, if an extradition treaty or other
mechanism exists between the ROYG and the Transitional
National Government of Iraq, but has not found any evidence
of such an agreement. The Foreign Minister and his deputy
told Ambassador that they were not aware of an extradition
treaty. An official at the Iraqi Embassy in Sanaa told
Pol/Econ FSN the same. Searches conducted by Embassy staff
via the Internet and Library of Congress also did not turn up
any indications of a treaty. Post will report immediately if
we receive any different information on this issue.
