1. (S/NF) On 10/03/05, EAC met to discuss RefTel's A and B.
Members in attendance were AMB, MO, RSO, POLM, OMC, DAO,
POLE, PD, CONS, LEGATT, AID, AND CCE.

2.(S/NF) ROYG Foreign Embassy Travel Policy: Ambassador
advised the EAC that he had spoken to the Minister of
Interior about the ROYG travel policy concerning the U.S.
Embassy. He broached the issue of relaxing armed escorts to
certain areas of the country and bringing the ROYG's travel
policy towards official Americans more in line to that of
other Missions in Sanaa. Ambassador advised, the Minister
was not receptive to the idea, but that he would like to
revisit the issue after Ramadan and President Saleh's visit
to the U.S. in November.


3. (SBU) Consular Travel Warning: EAC members discussed
revising the Consular Travel Warning, all agreed that the
security situation in Yemen had improved enough to warrant a
review. Members agreed that the language should be toned
down from "defer non-essential travel" to "strongly urges
U.S. citizens to consider carefully the risks of traveling to
Yemen".


4. (S/NF) EAC members had no other issues to discuss and
agreed to hold the next scheduled EAC meeting after the first
Country Team meeting in November, barring any incidents that
would warrant an unscheduled meeting.
