1. (U) Ambassador delivered ref A demarche to Minister of
Foreign Affairs Qirbi on May 8. Qirbi said that he had not
heard of the organization and that Palestinian Islamic Jihad
were not active in Yemen.


2. (C) The FM took the opportunity to comment on the State
Department's Report on International Terrorism, which states
that Yemen took no action to seize the assets of Abdelmajid
Zindani. (Note: Zindani is the rector of al-Iman University
and listed by both the U.S. and UN as a financier of
terrorism. End note.) Qirbi reiterated the ROYG's
longstanding position that in order for the ROYG to take
action against Zindani it must receive evidence of his
crimes, and he expressed regret that this position was not
included in the report (ref B). Ambassador said he would
relay ROYG request for information to Department.
