1. (S/NF) Post EAC convened at 3:00 P.M. on Sunday, April
24, to review the current security environment and to discuss
procedure regarding the continuation or discontinuation of
authorized departure status. RSO reported that, apart from
unconfirmed, vague reports of an additional two grenade
attacks in Sana'a over the past few days, there is no new
threat information warranting a change in Post security
posture. EAC members agreed with this assessment and
concluded that no new actions, policies, or public messages
were required at this time.


2. (S/NF) The Ambassador tasked members of the EAC to begin
reviewing the reverse tripwires provided in reftel C, in
anticipation of Post's recommendation to lift Authorized
Departure status at the conclusion of the one-month period.
The EAC will review and consider a draft message regarding
the continuation of Authorized Departure at, or shortly
after, the next EAC meeting, to be held April 27.


3. (S/NF) Turning to other issues, the EAC discussed recent
additional reports of Dengue fever in the regions of Hodeidah
and Mukalla. Post has previously released a Warden Message
regarding the outbreak in Hodeidah, and the EAC determined
that more information was required before the Embassy could
issue any public updates. Post intends to bring in an
assesment team from Cairo following the conclusion of
Authorized Departure status.


4. (S/NF) RSO noted recent clustering of Americans and
other foreigners at a new club, recently opened at Tourist
City. RSO provided, and the EAC endorsed, a reminder for
Embassy officers not to cluster in large groups at places
which may be identified as soft targets by terrorists.
