SIPDIS E.O. 12958: DECL: 07/26/2015 TAGS: PTER ETTC PREL KTFN SF CH KFIN UNSC SUBJECT: SOUTH AFRICA: CHINESE OBJECTIONS TO UN RESOLUTION FATF REFERENCES REF: STATE 135839 Classified By: Charge d'Affaires Jeff Hartley for Reasons 1.4 (b) and (d) (C) On July 22, post delivered reftel talking points to South Africa's Department of Foreign Affairs (DFA) and Financial Intelligence Centre (FIC). DFA's multilateral desk passed on the information to its delegation at the UN in New York, but did not know if they had or would approach the Chinese about this issue. DFA's multilateral desk confirmed that FIC officials were the appropriate ones to respond to this demarche. FIC Director Murray Michell is well aware of the issue and has received the talking points. However, he is currently out of the country traveling with South Africa's Financial Action Task Force (FATF) President, Kader Asmal. Post will report on Michell's response when received. HARTLEY |
