1) (C) ADCM delivered reftel demarche on civil nuclear
cooperation with India to acting Deputy Minister of Foreign
Affairs Martin Povejsil September 14. Povejsil responded this
was an example of the kind of decision that should be
examined in conjunction with Europe. He commented that
leaders in the United States and in Europe were committed to
improving the transatlantic relationship, but seemed focused
on addressing the relationship as an issue in itself. Instead
they should concentrate on the kinds of substantive
cooperation that could bring about an improvement.
Particularly given the ongoing U.S. cooperation with the EU
on Iran's nuclear capability. Povejsil thought cooperation on
India's nuclear program was a natural area for transatlantic
cooperation and welcomed further details on U.S. thinking.
