(S) On November 21, we delivered reftel demarche regarding
the designation of three Abu Sayyaf Group leaders to Julien
Deruffe, the MFA's senior desk officer for counter-terrorism.
Deruffe contacted Poloff November 23 with the news that the
GOF would most likely support the designation of the three
leaders of the Abu Sayyaf Group. Although Deruffe cautioned
France's interagency process was not yet completed, he did
not believe there would be any last minute objections by
other government agencies.
