1. (C) On August 30, ESTH/NP Counselor provided French MTCR
Point-of-Contact David Bertolotti subject paper on high
performance steels for missile applications for the September
Madrid MTCR Plenary Information Exchange session. Bertolotti
said that while he would distribute it, he considered it
unlikely to reach MTCR capitals in time to be read for the
upcoming Madrid Plenary. The problem is that the
'old-fashioned' distribution system whereby Paris-based MTCR
country representatives (Points-of-Contact) pick up the
classified MTCR documents at the MFA and often pouch them to
respective foreign offices takes upwards of a week.
Accordingly, Bertolotti suggested that the USG request the
MTCR Secretariat in Madrid to prepare the subject document
for dissemination at the Plenary itself. Likewise, he urged
that any additional USG documents for the Plenary Information
Exchange be henceforth directed to the Madrid Secretariat.


2. (C) ESTH/NP Counselor received from the MFA a number of
documents for the Plenary meetings which Embassy will secure
fax to NP/CBM forthwith. The package contains French
government submissions which Bertolotti asked be highlighted
as of interest to the USG.
