1. (S/NF) On 20 July 2005, EST officer delivered reftel
non-paper to French Missile Technology Control Regime (MTCR)
Point of Contact (POC) David Bertolotti, subject of which was
the French firm In'Trad's continuing attempts to assist
Pakistan's ballistic missile program. Additionally, EST
officer requested an update on the status of the Government
of France's (GOF) investigation into the firm. Bertolotti
thanked EST officer for passing the non-paper, commenting
that while the information was interesting and new to him, he
was not surprised that In'Trad continued to make overtures to
Pakistan's National Development Complex (NDC). Bertolotti
remarked that a significant portion of In'Trad's business had
formerly been trade with the NDC, and the firm was eager to
restart business with this lucrative, erstwhile client.
Bertolotti assured EST officer, however, that In'Trad's
latest attempts to have the NDC put pressure on the French
government would not succeed, and that to date, he had not
seen evidence that the NDC had, in fact, pressed the GOF to
ease restrictions on In'Trad trading with the NDC.
Bertolotti further commented that he could not, for the
moment, share with EST officer certain details regarding
In'Trad because of prohibitions related to the ongoing legal
investigation of In'Trad's business practices. Bertolotti
noted, that the GOF continued to closely monitor In'Trad's
activities, which included use of wire-tapping and
comprehensive coverage of the firm's communication.
Bertolotti promised to pass on any additional information
regarding the status of GOF's investigation as it becomes
available.
