(C) Poloff delivered reftel demarche to Francois Vandeville,
responsible for human rights in the MFA's United Nations and
International Organizations bureau. Vandeville stated
frankly that the draft in its present form was a poor
resolution. While supposing that the modest text, making no
reference to the freeing of political prisoners, was drafted
to ensure passage, Vandeville noted that the result was a
resolution that lacked substance. Vandeville remarked that
the EU had no consolidated position on the resolution, but
that France, which had co-sponsored the Cuba resolutions in
the 59th and 60th sessions, would be willing to co-sponsor
again, but is supportive of stronger language. (Vandeville
did not offer specific suggestions for beefing up its
substance.) As-written, France is uncertain of its
co-sponsorship.
