1. (U) On June 20, 2005, Embassy delivered reftel demarche
via diplomatic note to MFA International Organizations (IO)
Director Javier Bonagas. MFA IO responded with the
following note verbale on July 27, 2005.

"Republic of Panama, Ministry of Foreign Relations, PANAMA
4, PANAMA, DGOCI-DATA-181-05

The Ministry of Foreign Relations - Directorate General of
International Organizations and Conferences - presents its
compliments to the Honorable Embassy of the United States of
America on the occasion of referring to verbal note No. 834
of June 20, 2005, in which it indicates that the Republic of
Panama has not yet presented the report related to
resolution 1540 (2004) on the "non-proliferation of weapons
of mass destruction", in which it exhorts Member States to
present a report in compliance with said resolution.

The Ministry of Foreign Relations - Directorate General of
International Organizations and Conferences - informs the
Honorable Embassy of the United States of America that the
Government of Panama sent the report to the authority
stipulated by resolution 1540 (2004).

The Ministry of Foreign Relations - Directorate General of
International Organizations and Conferences - takes this
opportunity to renew to the Honorable Embassy of the United
States of America the assurances of its highest and
distinguished consideration.
