1. (C) Post extended reftel invitation to the Prime
Minister's Special Advisory Team (SAT) on Sudan through Lt.
Col. Brad Bergstrand, Military Advisor to the Sudan Task
Force at Foreign Affairs Canada (FAC). Currently, the Team
is planning a trip to Darfur but will not be on the ground in
the region before Nov. 11.


2. (C) The Prime Minister's Personal Representative for
Africa, Ambassador Robert Fowler, and Senators Romeo Dallaire
and Mobina Jaffer, and Lt. General (Ret.) Mike Jeffrey, the
military advisor to the SAT, will be in Sudan between
November 12 and 19.


3. (C) Their itinerary includes visits to IDP camps, AMIS
and various towns, and a roundtable lunch for members of the
diplomatic community in Khartoum.


4. (C) In a related matter, following the delivery of ref
(B),Canadian officials in FAC's Peacebuilding Programs told
us that they are reviewing the July 25 USAID proposal and
have expressed the possibility that approximately Can
$500,000 might be available to contribute to programs in the
law enforcement and justice area, support to UNMIS and/or
media programming. These three areas compliment the GoC's
current work with the International Committee of the Red
Cross (ICRC) and UNDP. FAC plans to know by November 7
whether these funds might be available. David Ross, Program
Manager at the CIDA working with the Sudan Task Force, is
also circulating the USAID proposal.


5. (C) The GoC is interested in Deputy Secretary Zoellick's
upcoming visit to the region and would be pleased to receive
information about his trip that could be of use to their
delegation.


6. (C) COMMENT: Canada would like to participate in the
Nairobi meetings but is unclear that plans could be adjusted
to enable one of the SAT representatives to attend. The
likely participant would be Canada's Special Envoy for Peace
in the Sudan, Senator Mobina Jaffer. Alternatively, senior
members of the Canadian mission in Nairobi could attend.
