1. (C) On December 28, Poloff delivered the reftel
demarche concerning The Facility for Euro-Meditteranen
Investment and Partnership's (FEMIP) loan to Syria to Stelios
Makriyiannis in the MFA's Political Affairs Division.
Makriyiannis had no substantive response, but promised to
pass the message forward for consideration. Post also
delivered the message to Christos Patsalides, the Permanent
Secretary in the Ministry of Finance. There was no response,

but Post intends to follow up with the MOF at a working level.
