1. (U) PolCouns and Poloff made an introductory call on new
Additional Secretary (UN and International Security) KC Singh
on December 15, and discussed plans for the next round of the
US-India Counter-terrorism Joint Working Group (CTJWG),which
Singh enthusiastically supported. PolCouns reviewed ideas
for agenda items for the CTJWG (Ref) and underlined the USG
interest in holding the next round of this profitable
collaboration before the planned POTUS visit.

2. (SBU) Singh said that January 24 would probably work as
the date for the seventh CTJWG, and promised to give us a
final answer by December 16 after checking with other
agencies. He agreed with suggestions for discussions on
intelligence sharing, bio-terrorism, airline/airport security
and anti-hijacking policy, ATA training, and country
situation discussions. He proposed that the CTJWG include a
discussion of common US and Indian CT interests in the Middle
East, particularly the "hub" of money laundering and transit,
Dubai. Singh also offered to make arrangements for US
interagency representatives to meet with GOI counterparts.


3. (SBU) From his previous experience as Ambassador in Abu
Dhabi spanning the 9/11 period, Singh commented, he learned
that while Middle East states brush off Indian approaches on
terrorism and money laundering as an outgrowth of Indo-Pak
disputes, they take the same requests more seriously when the
USG makes them.
