1. Embassy received by hand a letter from President
Idriss Deby for President George W. Bush on December 21.
Text of the letter follows (post translation).


2. Begin Text:

20 December 2005

Mr. President:

As you know, my country, Chad, is hosting more than
300,000 Sudanese refugees as a result of the conflict in
Darfur and with the well-known consequences for our
security and our socio-economic development.

Despite this -- and while we Qing to lead the
mediation between the Sudanese government and the armed
opposition -- Sudan is sheltering, arming and supporting
the so-called Chadian opposition, which is leading daily
incursions into Chadian territory.

Faced with these aggressions, characterized by the attack
on the town of Adre on December 18, 2005, the Government
of the Republic of Chad proposes to submit a draft
resolution to the UN Security Council with a view to
condemning the Government of Sudan.

We request the support of the United States for this
proposal.

Please accept, Mr. President, the assurances of my
highest consideration.
