Summary

1. (S/NF) The Ambassador chaired a meeting of the core
Emergency Action Committee (EAC) on September 26 to review
the Embassy's security posture after receiving threat
information related to Oman (ref B). The EAC agreed that due
to the lack of target specificity, the Embassy's already
heightened security posture and force protection condition
(FPCON) remain appropriate. End Summary.

Local Security Situation

2. (S/NF) On September 26, the Ambassador chaired a meeting
of the core EAC to review the Embassy's security posture
after receiving threat information related to Oman (ref B).
The discussion opened with a review of the information, with
SIMO providing the most recent intelligence analysis. After
discussing the report, the EAC determined that although it is
specific in its time-frame, the lack of target information -
specifically, failing to mention Muscat, the Embassy, the
American community, or any other target - led the members to
conclude that existing countermeasures remain appropriate.

3. (S/NF) The EAC concluded that there have been no
substantive changes in the local security environment since
the last meeting held on September 24 (reftel A).
Accordingly, members agreed that the Embassy's already
heightened security posture and FPCON remain appropriate.
Embassy Muscat remains acutely aware of the need to monitor
the regional and local security and threat environments, as
well as the most recent threat reporting. Members are
prepared to take the necessary actions should changes to
either occur, or should further information become available
on ref B that would warrant augmentation of any security
countermeasures. AMB, DCM, P/E, MGT, A/RSO, SIMO, PAO, CONS,
DAO, OMC (USDR),and ECA (USCENTAF) participated in the
meeting.
