1. On October 27, Emboffs delivered reftel information to the
Belarusian Ministry of Foreign Affairs (MFA) and Ministry of
Emergency Situations (MChS). Deputy MChS Minister Boris Baringolts
said it was doubtful Belarus could supply the needed parts as his
ministry had difficulty keeping its own helicopters flying.
Nonetheless, he asked for the lists of needed parts, which Emboff
passed. MFA America's Desk Officer Aleksandr Strigelsky separately
told Emboff the MFA had nothing to do with humanitarian assistance
to Pakistan, so it would not be useful to pass the parts lists to
the MFA.
2. On October 25, The Minister of MChS Enver Bariyev told the press
MChS would donate USD 200,000 worth of blankets, tents, canned
meat, water, and medicines to Pakistan, and that the GOB would
likely pay another USD 200,000 for shipping the supplies.
