1. (SBU) Ambassador discussed UN reform and USG priorities
with the GOL Minister of Foreign Affairs during June 20 meeting.
Minister Moleleki concurred with the overall message that the
U.S. strongly supports a developing focus for the high level
events and he reiterated his government's agreement that the
Commission on Human Rights required serious reform measures as
well. The FOMIN was supportive of the Democracy Initiatives
Fund, budget management and administrative reforms, the creation
of a Peace Building Commission and adoption of a Comprehensive
Convention on Terrorism. We also discussed the issues of the UN
Security Council Reform, matters falling under the UNGA, ECOSOC
International Criminal Court, Non-Proliferation, and the
Proliferation Security Initiative. The Ambassador also raised
UNSCR 1540 and advised MFA that the GOL report to the 1540
meeting had not yet been received and urged the GOL to do so as
soon as possible. The Minister indicated that due to staff
changes within the Ministry, a number of matters and reports
remained to be completed, but appreciated noting that this one
is pending. Concerning UN Security Council Reform, the Minister
indicated that the GOL would be participating in African Union
(AU) discussions in Tripoli in the coming weeks and expected to
have a fuller position on that matter following the AU Summit.


2. (SBU) As requested, we also raised the question of the Red
Cross Red Crescent symbol and recognition of Israel's important
role. There was no objection to holding a Diplomatic Conference
in October or November concerning the Third Additional Protocol.
