1. (C) The Ambassador discussed ref A points with acting
Foreign Minister Henrique Banze on July 21, emphasizing our
desire that Mozambique oppose the G-4 resolution and, should
it come to a vote, either vote against it or at a minimum
abstain on it. Banze clearly understood the importance we
attach to the issue. However, as is customary with
Mozambican ministers, he did not provide any substantive
reaction.


2. (C) Earlier in the day, pol/econ officer discussed the GRM
position on UNSC reform with Faruque Faquira, Head of
Department, Ministry of Foreign Affairs' Directorate for
International Organizations and Conferences (DOIC) in a
previously scheduled meeting to deliver ref B demarche.
Faquira emphasized the importance to Mozambique of Africa
having permanent members on the UNSC. He acknowledged the
importance of consensus and agreed that more time was needed
to discuss the various options. He noted that Mozambique had
not sent anyone from Maputo to New York for negotiations on
this issue and that the GRM was being represented by its
mission to the UN.
