1. (C) Poloff conveyed reftel points to MFA DAS for
Sub-Saharan African Affairs Antonio Sanchez Benedito,
emphasizing that the participation of the Deputy Secretary in
the Oslo conference was intended to convey the importance the
USG placed on the success of this event. Benedito said that
Spain had not yet determined its level of participation in
the conference, but that the participation of the Deputy
Secretary - as well as of UNSYG Annan acording to Norwegian

diplomats in Madrid - would be an important factor in Spain's
decision regarding its own representation. He said he was
unsure when a final decision would be taken, but assured
poloff that he would advise the USG when a representative was
selected.
