1. (S) We delivered reftel points on January 28 to FCO Iraq
Policy Unit DepDir for PolMil Gerard Russell. Russell was
grateful for the points and exceptionally complimentary of
their attention to other coalition partners. The points
should help to reassure various countries that USG and HMG
officials would be interested in their views as the MNF-I
concept and mission was adjusted.
2. (S) Russell noted the reference to the "tentative"
February 22-23 MNF-I contributors conference in Bucharest.
He planned to inform MOD counterparts later on January 28 of
the demarche and ask them about the status of the Bucharest
conference. Russell also expressed appreciation that the USG
was considering sending appropriate officials to attend HMG's
February 17 "Iraq Partners Group" meeting in London, which
will include representatives of all coalition partners
participating in the UK-led Multinational Division -
Southeast (MND-SE). Russell hoped that the meeting could
include the latest thinking on MNF-I, including any
information available on recommendations from the USG
assessment team just returned from Iraq. HMG was still
looking at whether an Iraqi military or civilian official
could attend the February 17 meeting, with a decision more
likely to be made shortly after the Iraqi elections.
2. (S) Russell's supervisor, PolMil Director Jane Marriott,
also expressed appreciation for the demarche on January 29
and wondered if Washington was considering a similar message
to other key capitals. HMG may pursue this idea during
upcoming contacts with USG officials.
