1. DESCRIPTION OF THE ACTIVITY: IV Miluska CANO participated in
subject program to examine the underlying principles of the U.S.
judicial and legal systems, and the culture of lawfulness; to
deepen understanding of the criminal justice system; and to
examine the administration of courts, case management, and the
trial by jury process and alternative dispute resolution in the
United States.


2. DATE, FISCAL YEAR AND QUARTER: February 7-25, 2005; FY-2005;
Second Quarter.


3. MISSION PERFORMANCE PLAN THEME: Criminal Justice/Law
Enforcement.


4. RESULT/IMPACT: Optimal. IV Cano mentioned this program was a
wonderful personal and professional enlightening experience. She
appreciated meeting with U.S. counterparts, with people involved
in administration of justice, as well as with volunteers who
shared their time with participants. She was impressed by U.S.
citizens' commitment to their country and their warm camaraderie.


5. AUDIENCE REACHED: A harmonized and cohesive group of twenty
colleagues from different Latin American countries, with
similarity of interests, who are still in contact.


6. OFFICER INTERPRETERS AND COORDINATORS: IV Cano praised the
Escort/Interpreters' professionalism and knowledge of the theme,
their positive attitude and camaraderie, especially Mr. James
Glick's support and kindness.


7. QUALITY OF SUPPORT FROM ECA: Program was funded with FY-05 IV
allocation.


8. HIGHLIGHTS OF THE PROGRAM:
-- Being able to meet first class professionals and getting
information on new trends of the U.S. Administration of Justice.
-- Being hosted by U.S. citizens during home hospitalities, "was
a particularly enjoyable experience."
-- IV Cano praised the orientation received from Douglas W. Slade
and Kenneth A. Rather, of Kalamazoo, Michigan.

ROOM FOR IMPROVEMENT:
-- It was a reasonably balanced program, however she would have
preferred to have a whole day with professional appointments and
another one for tourism. For example, in New York they only had
a free day with no orientation from the escorts on where to go,
and she was frustrated for not having seen the Statue of Liberty.
-- They met a lot of people who explained different aspects of
administration of justice and the rule of law, but some of the
themes were repeated.


9. LONG-TERM RESULTS:
-- Upon return, IV Cano shared with her Peruvian colleagues what
she learned about the U.S. administration of justice, especially
its practical system related to judicial processes.


10. COMMENTS/SUGGESTIONS:
-- Hotels were comfortable and well located, especially the one
in Kalamazoo.
-- Curtailing the IV Program, visiting only two or three cities,
complementing it with guided tours.
-- IV Cano thanks everyone who made her trip possible.

IV Cano suggests future Digital Video Conferences, or visits to
Peru of:
-- Mr. Herbert J. Hoelter, Chairman and Chief Executive Officer
of the National Center on Institutions and Alternatives (NCIA),
to lecture on the Criminal Justice System, incarceration and
parole.
-- Professor Gary Weaver, American University, on U.S. society
and its culture.
