SUBJECT: PROGRAM EVALUATION: FY-2005 RP: "The FTAA and
Regional Economic Integration" (November 1-20, 2004) - Peruvian
IV Elizabeth TABOADA


1. DESCRIPTION OF THE ACTIVITY: IV Elizabeth TABOADA
participated in subject program to have an overview of the
current status and trends in the FTAA. These included:
implications for future development; perspectives of the
different actors involved in and affected by economic
integration through FTAA; the FTAA within the context of past
agreements and liberalization initiatives; and the FTAA as a
possible example of the trend toward liberalization.


2. DATE, FISCAL YEAR AND QUARTER: November 1-20, FY-2005; First
Quarter.


3. MISSION PERFORMANCE PLAN THEME: Economic Growth and
Development.


4. RESULT/IMPACT: Excellent. IV Taboada was amazed by the
outstanding organization from the beginning. IV mentioned that
this program allowed participants to identify activities to
develop cooperating projects on a regional level, in particular
in priority areas of their countries. Some of the themes are
governmental and business opportunities, trade exchange
promotion, and experiences to sensitize civil society.

Upon return, IV Taboada has been working with officers from the
Department of Commerce in Washington, who visited the Andean
Community in Peru, in a cooperative project at a regional
level.


5. AUDIENCE REACHED: IV's eleven colleagues from different
Latin American countries.

In December 2004, IV Taboada was a lecturer on possible
investments in the U.S. in two provincial cities in Peru,
Chiclayo (North) and Arequipa (South,) organized by PROMPEX
(Peruvian Export Promotion Commission,) where she shared her
expertise and what she learned from the IV program with a large
specialized audience.


6. OFFICER INTERPRETERS AND COORDINATORS: IV Taboada praised
the Escort/Interpreters' professionalism and knowledge of the
theme, their positive attitude and camaraderie with the group.
A special mention goes to Greg Garcia and Martha Allen. The
participants had praise for Marta Etienne and the World
Learning Delphi International Program for their excellent
program arrangement.


7. QUALITY OF SUPPORT FROM ECA: Program was funded with FY-05
IV allocation.


8. HIGHLIGHTS OF THE PROGRAM:
Washington, D.C.:
-- Walter Bastian, Department of Commerce, U.S. trade policy in
Latin America.
-- The Honorable Ross Wilson, Senior Negotiator for the FTAA,
U.S. Trade Representative, on the status of the negotiations
regarding the FTAA.
-- Sidney Weintraub, non-governmental sector, key issues in
recent trade negotiations, priorities on international policy
and how Latin America is placed within this priority scale.

New York:
-- Adrian Peracchio, member of Newsday editorial board,
provided a media perspective on the impact of election results
on U.S. foreign policy, the perception of the U.S. intellectual
elite and the worldwide priorities in contrast with short-term
priorities.

Akron, Ohio:
-- Roger Baker, farm owner, an overview of individual and
associative labor organization, the cooperative society,
challenges and perspectives facing business openings, their
interest to share their experience with our Andean producers.

Denver, Colorado:
-- Jim Reiss, World Trade Center, the entrepreneurial
responsibility in city development and its world insertion.
-- Gil Cisneros, Chamber of the Americas, trade possibilities
with Andean exporters and importers.

Miami, Florida:
-- Car A Cira, Florida International University, the future of
the FTAA, bilateral agreements and negotiations with Andean
countries.

-- Participants enjoyed diverse, outstanding activities with
U.S. families (Akron and Denver),receptions (Akron and Miami),
visits to rural areas (Amish community),tours, and free time
to share with U.S. families in big cities and rural areas. IV
Taboada especially mentioned the visit with a Peruvian family
who gathered young Latin American students and workers in a
reception.


9. LONG-TERM RESULTS: IV Taboada has signed up on the Alumni
web site, and is participating actively in Mission programs,
especially with USAID Peru.


10. COMMENTS/SUGGESTIONS: IV Taboada mentioned that "the
careful selection of participants gave her the opportunity of
becoming acquainted with the Latin American community, a
natural counterpart of the U.S." The participants agreed that
this experience gave them the opportunity of understanding
better the U.S. through the cities visited, its federal
government, financial and intellectual centers, rural world,
the far West, and the commercial center of the world.
