1. In response to action request (reftel),Post explained to
GON areas of specific concern to Nigeria from the 2005 TIP
report, why GON efforts did not meet minimum standards, and
how to improve results in the future. On November 18, G/TIP
lead for Nigeria, Veronica Zeitlin, and POLOFF Eshel Murad
met Carol Ndaguba, Executive Secretary of the National Agency
for the Prohibition of Traffic in Persons (NAPTIP),Dayo
Akinmoyo, Special Assistant to the President on Human
Trafficking, and other officials and prosecutors. GON
representatives were generally receptive to the USG message.
However, Ms. Akinmoyo took exception to the recommendation to
increase prosecutions, arguing it would shift resources away
from sensitization of the judiciary, which she believed was a
more efficient means to encourage stiffer penalties for
trafficking and thus be a stronger deterrent. Post will
report additional progress as it is made.
