1. (SBU) Mission's consular response team (CRT) returned to
Lagos at 1530 (local time) and will deploy again tomorrow.
CRT confirmed that while the overall security climate at the
site has improved, there is still fairly open public access,
which may compromise evidence. Separately, the Red Cross
Secretary General told us excavation was imminent and that

the Red Cross planned to begin fumigating the site tomorrow.
The Red Cross, he said, will transport body remains to the
Ota Hospital for safekeeping.


2. (SBU) Embassy Abuja will liaise with the GON on steps
needed to preserve evidence to include possibly delaying the
crater's excavation.
