1. (SBU) In Kuwait for the first stop on a Gulf tour,
President Pervez Musharraf thanked the GOK for its $100
million in earthquake aid and received assurances that
Pakistan would receive concessional oil sales. The Pakistani
Ambassador told us on December 6 that the visit, (which
coincided with the killing of a senior Al-Qaeda cadre),
focused on bilateral issues. He noted that the Pakistani
leader did not request additional earthquake-related aid, as
the pledges from the international community had been very
generous and the GOK had already made a large pledge -- $50
million in aid to be distributed by the Red Crescent and $50
million in project assistance to be administered by the
Kuwait Fund. The Ambassador said the most significant result
of the visit had been GOK agreement, the details of which
remain to be worked out, to supply diesel at concessional
prices.
2. (SBU) We attended Musharraf's speech to the Kuwaiti
Chamber of Commerce, which was better-attended by the
diplomatic corps than by business people. Musharraf made a
well-rehearsed speech touting Pakistan's economic reforms and
openness to investors, noting that he monitors foreign
investment closely and would meet personally with any major
investor who comes to Pakistan.
