1. Summary: Emboffs met with Congolese Central Bank (BCC)
Governor Jean-Claude Masangu and Ministry of Foreign Affairs
(MFA) Chief of Staff Fabian Zulu to discuss DRC reporting to
the UN 1267 Committee and the CTC. The two officials outlined
the counter-terrorism structure of the GDRC and assured
emboffs that reports are being drafted and sent for clearance
and approval to the relevant ministries and agencies. End

2. BCC Governor Jean-Claude Masangu received Pol/Econ
Counselor and econoff on Feb 2 to discuss, among other
topics, terrorist finance. Econoff delivered Ref B demarche
and asked Masangu for an update on DRC reporting to the 1267
Committee and the CTC. Masangu reaffirmed that the DRC is a
partner in the fight against international terrorism. He said
the BCC had drafted the required reports to the 1267
Committee and had sent them to the MFA the previous month ago
for clearance. The BCC has not yet had a response from MFA.


3. Econoff met on Feb 9 with MFA Chief of Staff Fabian Zulu
to follow up on DRC reporting. Zulu noted that the draft
report for the 1267 Committee is being circulated within the
GDRC's anti-terrorist finance committee. He explained that
the BCC has the lead in the committee, National Security
Advisor (currently Samba Kaputo) is overall coordinator of
counter-terrorism efforts, and the members include the MFA
and all ministries and agencies dealing with intelligence and
internal security (e.g. the Ministry of Interior, Ministry of
Defense, and National Intelligence Agency - ANR). Zulu added
that the 1267 Committee report was being reviewed at the
technical level and the Secretariat General of the MFA. Once
cleared, it will have to be approved by the National Security
Advisor before officially being forwarded to the UNSC 1267
Committee.


4. Comment: Masangu and Zulu were clearly aware of the 1267
and CTC reports. Considering ongoing domestic concerns, Post
does not believe the reports will be given high priority.
Post will continue to follow up with the BCC and MFA to
encourage the completion and filing of the 1267 Committee and
CTC reports. End comment.
