with Foreign Minister Raymond Ramazani. PolOff also has
raised this issue with Ramazani's chief of staff, Ambassador
Fabien Zulu (ref B),as well as other GDRC officials. The
GDRC continues to support the U.S. view that measures to
reform the UNSC must be well-considered and taken in the
context of broader UN reform.
