1. (U) This is an action request. Please see paragraph 4.


2. (U) On November 17, Econoff delivered reftel talking
points via fax to Angella Brown, Assistant Director of the
International Organizations Department at the Ministry of
Foreign Affairs and Foreign Trade (MFAFT). In a follow-up
call on November 18, Brown stated that she intended to
discuss our nomination with the MFAFT Permanent Secretary,
Ambassador Douglas Saunders. On November 21, Brown
responded to our request via diplomatic note. Brown advised
that GOJ is willing to support the U.S. candidacy, and
further proposed that USG and GOJ enter into a mutual
support arrangement, whereby GOJ would support the USG
candidate in category `A' in return for USG support of the
GOJ candidate in category `C.' The text of the request is
included below.


3. (U) Begin text:

Complimentary Opening.

The Ministry of Foreign Affairs and Foreign Trade wishes to
advise that Jamaica is willing to support the candidature
and has the further honour to propose a mutual support
arrangement whereby the Government of Jamaica would support
the candidature of the United States for Category `A', in
exchange for support from the Government of the United
States for Jamaica's candidature for a seat on the Council
in category `C' for the 2006-2007 biennium (Note: GOJ did
not specify who their candidate is, but assumed that
Department received this information from the GOJ Mission to
the United States. End note.).

The Government of Jamaica would greatly appreciate the
Government of the United States giving written confirmation
to this proposal for mutual support, should the arrangement
be agreeable to the Government of the United States.

4. (U) Action requested: Post requests Department guidance
on how to respond to the GOJ proposal.
