1. On April 18, poloff deliverd Ref A talking points by
telephone and fax to Angella Brown, Deputy Director,
International Organizations, Ministry of Foreign Affairs and
Foreign Trade (MFAFT). Brown's initial reaction was that the
Cultural Diversity Convention is a UNESCO issue that would be
appropriately discussed either by the Executive Board or the
General Assembly. She reserved further comment until she had
the opportunity to review the European resolution in detail,
and to discuss the matter with MFAFT's UNESCO officer.


2. On April 28, poloff contacted Brown for a more definitive
response. She offered that the Jamaican delegation did not
object to a discussion of the the Convention among Executive
Board Members because, according to Brown, there was no
precedent for a case like this to be considered by the
General Assembly. She added that the issue had already been
decided by the time she asked MFAFT's UNESCO officer to
research the matter.
