1. (U) Econoff delivered the letter provided in reftel to
Colonel Torrence Lewis, Director General of the Jamaica
Civil Aviation Authority, on March 8. Lewis was pleased
to have the letter confirming Jamaica's retention of
Category One status, and said he felt it confirmed the
understanding he had, following final with FAA inspectors
on March 16.


2. (U) Lewis said he liked the spirit of professionalism
and respect he saw in the FAA inspectors throughout the
review process, and that he enjoyed a cooperative,
comfortable relationship. He appreciated the fact that
the FAA team gave detailed rationales for all the areas
where the JCAA was found lacking, rather than making "do
this or else" threats. He looks forward to maintaining
the JCAA's good relations with the FAA.
