1. (C) Due to the re-shuffling of His Majesty's Government of
Nepal the evening of December 7, the Acting Foreign Secretary
was unavailable this morning. Emboff therefore demarched
Kali Prasad Pokharel, Undersecretary, UN Division, Ministry
of Foreign Affairs, encouraging Nepal to vote in favor of
adoption of the Third Additional Protocol. Pokharel stated
that while he would bring the issue to the attention of
Nepal's delegation in Geneva, he stressed that the more
prudent course of action would be for members of the U.S.
delegation in Geneva to contact the Nepali Ambassador to the
UN in Geneva directly.
