1. (U) In addition to the Finnish officials reported in
ref A, Finland's MFA advised post on April 22 that Ambassador
Marjatta Rasi will also attend the Community of Democracies
meeting in Chile. Rasi is currently "Special Ambassador for
Development Assistance" in the MFA, and will assume the
position of Under Secretary of State for Development Policy
this fall.
