1. In the absence of President Berger, who was travelling in
the interior of Guatemala, the Ambassador delivered reftel
points to FM Briz.
2. Briz said Guatemala was willing to be very active in a
coordinated effort to promote the candidacy of Flores for OAS
Secretary General. He noted that Central American foreign

ministers would meet in Tegucigalpa the night of January 31
before the presidential summit the following day. Briz
volunteered that a primary issue in Tegucigalpa would be the
division of labor among the Central Americans supporting the
Flores candidacy.
