1. (SBU) On December 19, Ambassador Bullen spoke with Hugh
Cholmondeley, Head of CARICOM's Task Force on Haiti.
Cholmondeley discussed CARICOM's plans to send observers
to monitor the upcoming Haitian elections.
- CARICOM does not believe that Haiti will be ready to
hold elections on January 8. Cholmondeley fears that the
necessary mechanics will not be in place by then. CARICOM
is waiting to hear definitively from the Haitian CEP
within the next twenty-four to forty-eight hours whether
the election date will be postponed.
- CARICOM is committed to sending six observers to
monitor the elections, and expects to increase the number
of observers to twenty with the assistance of Canadian
funding. The member countries of CARICOM are united in
backing the observer mission, which will work within the
international monitoring group, including the EU and
IFES.
- Cholmondeley intends to travel to Haiti during the week
of December 26.
