1. (U) This is JCIC-XXVII-053. 2. (U) The text at paragraph 3 is the official translation of the Ukrainian statement that was delivered at the closing plenary meeting of the Twenty-seventh Session of the START Treaty's Joint Compliance and Inspection Commission (JCIC), held at the Russian Mission on November 9, 2005. 3. (S) Begin text: Official Translation STATEMENT by the Representative of Ukraine to the Joint Compliance and Inspection Commission at the Plenary Meeting of Part II of JCIC-XXVII November 9, 2005 Esteemed Mr. Chairman, Esteemed Representatives, Heads, and Members of the Delegations of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation, and the United States of America, In summing up JCIC-XXVII, it should be noted that the session was quite productive. In our view, positive results were ensured by the fact that the Parties concentrated their efforts on resolving priority issues related to practical Treaty implementation activities and by the intensive work during the intersessional period. The Parties appreciated the need to resolve a number of problems of great importance both for supporting the inspection regime in the territory of the Russian Federation and the U.S. and for supporting the actual work associated with the elimination of strategic offensive arms. In connection with that, we welcome the fact that in Part I of the session six multilateral JCIC documents were signed, in addition to the letters of exchange concerning ground transportation of cargos to the Votkinsk continuous monitoring facility. During Part II of the session, despite its short duration, the Parties have succeeded in making significant progress on a number of fairly complex issues, specifically: JCIC Joint Statement No. 39 on First Stages of SS-25 ICBMs Burned Without Nozzles Attached was signed; JCIC Joint Statement No. S-(BLANK) on Changes to the Boundary of the Kartaly ICBM Base for Silo Launchers of ICBMs was prepared for signature, and agreement was reached on the procedure for finalizing it (sic). An appropriate agreement was reached on conducting reentry vehicle inspections of Trident II SLBMs at U.S. naval bases. Ukraine's Coordinated Statement on Reentry Vehicle Inspections of Trident II SLBMs is contained in the unclassified attachment to this statement. SIPDIS Statements of Policy by the Parties Concerning Inspection of Trident I SLBMs in Liners and Trident II SLBMs in Loading Tubes During Data Update Inspections were prepared for finalization. The two latter issues have been a focus of attention of the Commission and the inspection teams for a long time, and final agreement on them will make possible more productive work on other problems that are still under consideration in the Commission. * * * The discussion of issues related to completing implementation of the comprehensive program of phased elimination of SS-24 ICBM military missile systems in Ukraine is traditionally of particular importance to the Ukrainian Delegation. In this context, the Ukrainian Delegation informed the Parties of the successful preparations for the final phase of SS-24 elimination, which calls for the removal of solid rocket fuel from the rocket motor cases of SS-24 ICBMs and the elimination of those cases. Thus, in July of this year the process of actually washing out the solid rocket fuel began, using the water washout method from standard ICBM motors at the pilot plant provided to Ukraine by the U.S. side under the Cooperative Threat Reduction Program. The positive results obtained in this regard demonstrate that there are no grounds for the U.S. proposals to forego the use of the water washout method, which was at one time adopted by agreement with the U.S. Department of Defense. Taking into account the actual situation that has developed at the Pavlograd Machine Plant and the Pavlograd Chemical Plant, which were declared under the Treaty as the "Pavlograd Production Facility" and the "Pavlograd Conversion or Elimination Facility," respectively, the Ukrainian side tabled a number of proposals aimed at implementing Treaty provisions in connection with the presence of solid rocket motors without nozzles attached at those facilities, as well as at ensuring work safety related to the storage and elimination of SS-24 ICBMs. In our view, implementation of these proposals will make it possible to simplify considerably the situation at those facilities and to reduce the necessary costs for carrying out elimination work. The Ukrainian Delegation informed the Parties of its intention to change the function of the "Pavlograd Conversion or Elimination Facility" to the "Pavlograd Storage Facility for Solid Rocket Motors." In this connection, we intend to provide the U.S. side with the relevant notification formats in the near future. The Ukrainian Delegation tabled for discussion a draft JCIC Agreement on "Removal of the Pavlograd Facility Subject to Suspect-site Inspections from the List of Facilities Subject to Suspect-site Inspections." We trust that all the Parties will support this proposal since we see no obstacles to adopting such a solution. There was further discussion of the question of putting into practice a simplified and economically feasible method of eliminating the rocket motor cases of SS-24 ICBMs, which has been under discussion in the Commission for quite a long time now. In our view, a positive result of the discussion at this session was the desire expressed by the U.S. delegation regarding the need to provide additional information which would make it possible to ascertain that, after the elimination of rocket motor cases by the proposed method, there is no possibility of their future use for their directly intended purpose. We intend to work along these lines during the intersessional period. * * * Other items on the JCIC agenda were also discussed during this session. A certain amount of progress was made on some of them. However, there are a number of problems on which the positions of the Parties did not come closer together and in the future the Commission will still have to do a lot of work in search of mutually acceptable solutions. * * * In conclusion, we would like to reemphasize that the Ukrainian side, as in the past, believes that, in the future too, the Commission's productivity will depend on the JCIC's ability to focus its efforts on solving priority problems in the context of achieving the Treaty's objectives as well as on the Parties' readiness to search for compromises. The Ukrainian Delegation expresses its appreciation to the interpreters and translators of the Russian and U.S. Delegations for assisting our Delegation in the work of the session, and we wish all the participants in this session a safe return home.
