(C) On July 28, Post delivered reftel demarche to Therese
Healy, Department of Foreign Affairs (DFA) First Secretary
for Disarmament and Non-proliferation. Healy said that the
Irish delegation to the September 12-16 MTCR plenary meetings
in Madrid aimed to participate actively in the plenary's
Information Exchange (IE) and Enforcement Experts (EE)
discussions. The Irish delegation will include Healy and
representatives from the DFA, Department of Enterprise,
Trade, and Employment (DETE),and Office of the Revenue
Commissioners. The DETE and Revenue Commissioners delegates
will focus on Ireland's approach to export licensing and
enforcement. Healy noted, however, that the Irish delegation
was not planning to present a paper and thus would not
circulate materials to other participating delegations before
the plenary. She added that the GOI delegation would be
interested to hear briefings on Chinese, DPRK, and Syrian
developments, but would not have much to add to those
discussions from Ireland's experience.
