STANDARDS

(U) On June 3, Post discussed reftel talking points with John
Morrin, Assistant Principal for International Affairs in the
Customs Enforcement Division of the Office of Revenue
Commissioners. Morrin said that Ireland would support the
adoption of the Framework of Standards to Secure and
Facilitate Global Trade at the June 23-25 session of the
World Customs Organization (WCO) Council in Brussels. He
noted that Irish Customs Commissioner Josephine Feehily would
attend the session. He added that Ireland also favored the
provision of resources for capacity-building activities
relating to the Framework's implementation in developing
countries, to be coordinated through the WCO's new
Directorate for Capacity Building. Morrin also said that
Ireland regarded Michael Schmitz, Assistant Commissioner in
the U.S. Customs and Border Protection Office of Regulations
and Rulings, as a strong candidate for the post of WCO
Director for Compliance and Facilitation.
