(C) On March 31, Emboff followed up on ref A points with
Margaret Stanley, Americas Desk Officer at the Department of
Foreign Affairs, to whom Post had delivered ref A demarche on
March 22. Stanley said that Ireland is likely to co-sponsor
the Commission on Human Rights (CHR) Resolution on Cuba, but
has not made a final decision. She said that Ireland is
waiting for further progress in EU discussions on the
Resolution. She noted that the EU is divided, with some
Member States favoring the pursuit of a joint position and
others debating ways to strengthen the Resolution text.
