1. (SBU) Charge delivered reftel demarche jointly with French
DCM Luc Alameras to Eamon Hickey and Sean Murphy of the
European Union Division of the Irish Department of Foreign
Affairs and to two officers of the Irish Department of Marine
Resources. Drawing closely on reftel points, the charge
emphasized the voluntary nature of the presentation and the
safety procedures attendant to the transfer of MOX.


2. (SBU) Hickey underscored his government's position that
such notification is proper and appropriate, but added that
the Irish government nonetheless appreciates the information,
even on a voluntary basis. The Irish side asked for
clarification as whether this was a one-time event or part of
a series of movements of material. The Irish also asked for
more information regarding the exact timing and route of the
shipment, perhaps at or just before the time the shipment is
made public. Charge offered no assurances that any more
information was forthcoming but promised to pass the GOI
comments to Washington.
